The National Telecommunications and Information Administration (NTIA) has approved Kansas, Nevada and West Virginia’s Initial Proposals for the Broadband Equity, Access, and Deployment (BEAD) program, a cornerstone of the Biden-Harris Administration’s “Internet for All” initiative.

The Department of Commerce’s National Telecommunications and Information Administration (NTIA) has accepted Kansas’ Digital Equity plan. The Digital Equity Act, part of the Internet for All initiative and a key piece of President Biden’s Investing in America Agenda, provides $2.75 billion to establish three grant programs that promote digital equity and inclusion. The program aims to ensure that all people and communities have the skills, technology, and capacity needed to reap the full benefits of our digital economy.

Reliable internet is a basic need for families today. For thousands that access is made possible through government support programs. One of the most important of these is the Affordable Connectivity Program or ACP, which helps bridge the digital divide significantly.

With BEAD Initial Proposals submitted to the National Telecommunications and Information Administration (NTIA) for review, state broadband offices (SBOs) are turning their focus to the next step in unlocking IIJA broadband funds—the Challenge Process. On a recent Broadband Breakfast webinar, I had the chance to join other SBO leaders to discuss our states’ processes.

Lieutenant Governor and Secretary of Commerce David Toland (D-KS) announced $10 million is available to enhance broadband infrastructure statewide through the Broadband Acceleration Grant program.

Governor Laura Kelly (D-KS) announced the launch of Kansas Broadband Ready Communities, a new certification from the Kansas Office of Broadband Development (KOBD) for communities working to improve access to high-speed internet. With the Kansas Broadband Ready Communities designation, Kansas communities will be prepared to make their bids for service more competitive and be ready for future grant opportunities. By adopting specific local ordinances ahead of time, communities can ensure more successful and sustainable broadband deployment projects.

Kansas awarded a $5 million grant to nonprofit Connected Nation to construct a carrier-neutral internet exchange point (IXP) adjacent to Wichita State University’s Innovation Campus. Construction will be done through Connected Nation IXP, a joint venture between Connected Nation and Newby Ventures. The Wichita IXP will be the first carrier-neutral IXP in Kansas. One network that will connect to the Wichita IXP is the middle-mile network planned for the state that was funded, in part, through a June 2023, $42.5 million grant awarded to the Kansas Departments of Commerce and Transportation.

The Kansas Office of Broadband Development’s goal is to ensure that no Kansan is left behind in the digital world. Kansas's draft Digital Equity Strategic Plan outlines specific strategies and objectives to achieve this goal, including digital skills training, affordable service plans, and broadband-ready devices as top priorities.
