I’d like to focus on the future of 5G as a technology that I think could revolutionize private networking in the US and allow this country to strengthen its international position in manufacturing. Apart from its benefits to consumers, I know that many policymakers are counting on the 5G revolution to create new application frameworks and new industrial possibilities. Non-phone, non-consumer cellular devices are a product category that goes from niche to viability at scale through 5G’s capacities in latency, density, multiple planes, and network edge intelligence.

With Affordable Connectivity Program enrollment picking up, we’ll need to address the longevity of the program’s funding before too long. We’re much better off addressing the issue quickly and with certainty—and there are three basic reasons why that is so. First, we must keep the millions of Americans who have signed up for the program secure in their access to broadband. Second, there are millions more who are eligible, and we need to get them signed up.

A more equitable, more just society. What an audacious goal. But it is a goal that, I believe, everyone here shares. “It takes a village” is such an understatement. What it takes to reach this ambitious but increasingly necessary goal is all of us pulling in the same direction over many miles and many years. What it takes is commitment, innovation, leadership, and collaboration. Today we get to celebrate some digital equity heroes. These champions demonstrate the commitment, innovation, leadership, and collaboration we all need to embrace in our own work.

The Federal Communications Commission is an important institution. It oversees a huge input to our information economy: Spectrum. Fortunately, three decades ago, we developed a method for allocating spectrum that has garnered bipartisan praise, been copied around the world, underlaid two Nobel prizes, and is arguably the most successful communications policy innovation ever. Unfortunately, Congress can’t decide how to reauthorize that auction authority. Congressional dysfunction? Alas, not weird. The stakes are high: billions in investment capital, 10x more in economic impact.

Three things we are doing at the Federal Communications Commission right now to help get us to the next generation of innovation around the globe.

I’d like to talk about the incredible opportunity we have as a nation to unleash the next generation of American innovation, protect our national security, and preserve our global economic competitiveness as we implement the historic CHIPS and Science Act....Today, because of President Biden’s leadership, working with Congress, the CHIPS and Science Act presents us with an opportunity to make investments that are similarly consequential for our nation’s future. But only if we--as a nation—unite behind a shared objective, generate a similar public-private mobilization and think boldly.

I want to share some broad observations about the Internet’s dominance—and in particular, the dominance of the biggest digital platforms—over our economy, our society, and our democracy. It’s easy to forget how different the world was just 20 years ago. At the time, General Motors topped the Fortune 500 list. Apple was 285 on that list, and Amazon didn’t even make the cut. Twitter was still an idea somewhere in the recesses of Jack Dorsey’s head.

The United States and our allies are in a high-stakes technology competition with authoritarian adversaries. How this competition plays out will profoundly shape our economic security – our ability to innovate, grow exports, create jobs of the future, and provide opportunities to all our people. It will also shape our national security – our ability to protect our advantages while preserving our freedoms and democratic values at home and abroad.

So often when we think about 5G in the United States we talk about our phones. But if we do this right, our phones will be the least interesting thing about our 5G future. This is not about the small icon that appears—and sometimes disappears—in the upper right-hand corner of a mobile device. It is a whole lot bigger than that. We are talking about using 5G technology to lay the foundation for digital transformation around the globe. Because we are fast heading to a world where next-generation wireless networks connect everyone and everything around us.

As a Commissioner focused so deeply on the digital divide, I’m especially thrilled about what a golden era in commercial space could mean for broadband. New satellite broadband systems promise more choice and better performance for many Americans, including those who live, work, and travel in some the toughest-to-serve places. Making space innovation sustainable is a multidimensional problem. They can even improve the reach of terrestrial broadband networks, through satellite backhaul and, perhaps one day soon, base stations flying in low-Earth orbit.
