How the 116th Congress Could Close the Digital Divide
The 116th Congress has a golden opportunity to solve the digital divide, by including broadband funding in upcoming infrastructure legislation. President Trump, Senate Majority Leader Mitch McConnell, and prospective Speaker of the House Nancy Pelosi have all said that investment in infrastructure is an area that they can agree on in 2019.

SHLB Urges NTIA to Collect and Publish Anchor Institution Broadband Data
The Schools, Health & Libraries Broadband (SHLB) Coalition, a broad-based membership organization that includes anchor institutions, broadband providers and public interest groups, filed comments with the National Telecommunications and Information Administration (NTIA) suggesting that the agency use new broadband availability funding to collect and publish data about anchor institution broadband. Congress appropriated $7.5 million to the NTIA to improve broadband mapping.

SHLB Commends Bipartisan Group of Senators for Urging FCC to Increase Rural Health Care Funding
A bipartisan group of thirty-one Senators sent a letter to the Federal Communications Commission calling for greater funding for the Rural Health Care (RHC) program.
SHLB Commends FCC’s Letter to USAC Regarding E-rate Drop-Down Menu Concerns
The Federal Communications Commission sent a letter that instructed the Universal Service Administrative Company (USAC) not to deny E-rate applications over confusion caused by the drop-down menu issue. The letter also directs USAC to clarify the language for Funding Year 2019. John Windhausen, Jr., Executive Director of SHLB, said:
To and Through Anchors: A Strategy to Connect Rural Communities
The Schools, Health & Libraries Broadband Coalition released a new cost study and broadband strategy focused on rural broadband deployment. The cost study estimates that it will cost less than $20 billion to connect all unserved schools, libraries, health providers, community colleges, and other anchor institutions (outside of Alaska) to fiber.
Coalition of Health Providers and Telehealth Networks Urge Congress to Reform the Rural Health Care Program
The Schools, Health & Libraries Broadband (SHLB) Coalition along with 35 health care providers and telehealth networks from across the country sent a letter to Congressional leaders today asking them to support an increase in funding for the Federal Communications Commission’s Rural Health Care (RHC) program. “This is a life and death issue for Rural America,” said John Windhausen, Executive Director of the SHLB Coalition.
