As society works to address the systemic barriers that contribute to the maternal health crisis, it is important to recognize the role that telehealth could play in improving the United States’ maternal health outcomes. Policymakers should take the following into consideration: 

The Federal Communications Commission is revamping its Broadband Data Collection Program. Meanwhile, the National Telecommunications and Information Administration (NTIA) is working to distribute tens of billions of federal dollars to support state and local broadband initiatives.

After exploring the connection between broadband policy and access to courts, civic engagement, and government services, this report by Next Century Cities and the Samuelson Law, Technology & Public Policy Clinic at the University of California-Berkeley offers the following conclusions:

While the recent COVID-response programs are welcomed additions to the effort to connect all people, they are only one part of the total ecosystem required to achieve universal service. The Universal Service Fund continues to be an important part of that ecosystem. Specifically, the Lifeline program’s voice and data and voiceonly subsidies for consumers is not replicated elsewhere, and the Emergency Connectivity Fund program does not reach as far or cover as many needs as the E-rate program. One program does not serve all ends.

On February 10th, Next Century Cities released "What Comes Next? A Community-Centered Approach to Legacy Network Retirement," a paper that advocates for the Federal Communications Commission to revisit consumer-protection safeguards to guide legacy telecommunications network retirement.

The Infrastructure, Investment and Jobs Act (IIJA) tasks the National Telecommunications and Information Administration (NTIA) with developing rules for the Broadband Equity, Access, and Deployment (BEAD) Program. Next Century Cities (NCC) submitted comments to the NTIA encouraging the agency to work closely with local governments and community-based organizations that support new collaborations and build public awareness.

The Emergency Broadband Benefit Program continues to have a positive impact on many communities nationwide, but persistent challenges to accessing the benefit limit full participation.

This report documents broadband initiatives at the county and city levels in areas statewide.
