Pai's C-Band Proposal: A Public Auction, and Soon!

On Feb 6, Federal Communications Commission Chairman Ajit Pai announced that he has circulated draft rules that would reform the use of the C-band, make a large amount of spectrum available for 5G, and generate significant revenue for the U.S. Treasury through a public auction. It seeks to strike a compromise with the many stakeholders at the table — with billions of dollars at stake. And it gets it all done quickly, to help the U.S. "win the race to 5G." The FCC is scheduled to vote on the proposal at its open meeting on February 28.

The FCC Should Only Fund Scalable, Future-Proof Broadband Networks

This week the Federal Communications Commission is expected to create the Rural Digital Opportunity Fund. As proposed, the Rural Digital Opportunity Fund will make available $20.4 billion to subsidize deployment of high-speed internet networks to rural areas that don’t have adequate service now.

What's Going on With the FCC's Lifeline Program?

For nearly 35 years, the Lifeline program has provided discounts on phone service for qualifying low-income consumers. Over the years, the program has been reformed to include other critical communications services, including wireless and broadband. On Jan 27, a new set of changes, adopted back in Oct, will go into effect while the public gets to weigh in on additional proposals to reform the program. All month, we've been publishing articles on broadband adoption. For many people who haven't yet started using broadband internet access service, cost is a major obstacle.

New analysis of broadband adoption in a selection of cities shows a strong relationship between low household broadband adoption levels and poverty. The analysis also shows that rising economic tides in cities has little to do with recent growth in broadband adoption – but that declines in poverty rates do.

Creating an Affordability Agenda

Cost is the primary reason that people do not subscribe to broadband. Current research suggests that low-income people can only afford to pay about $10 per month for broadband. One set of participants told researchers that affording $20 per month would be difficult; even at $10-15/month, low-income households are making tough decisions about paying for internet access vs utility bills (such as phone and electricity) and even the cost of food. To meet the challenge of providing fixed broadband at roughly $10 per month requires implementation of a variety of strategies.

(Dis)Connecting the Digital City

Among smart city enthusiasts, digital inclusion — the idea that nobody in the city should be deprived of digital technologies — is an oft-repeated social objective. Despite lofty commitments, the smart city is still a work-in-progress and its record in fostering social inclusion and diversity has been dismal so far. If technological interventions are as apt to deepen divides as redress them, why do proponents insist on the smart city’s promise of lessening urban inequalities?
