Rural Digital Opportunity Fund Winners Seek Solutions to Rising Build Costs

Deployment cost estimates underlying winning Rural Digital Opportunity Fund (RDOF) bids are no longer accurate, representatives for a coalition of RDOF winners told FCC officials on July 14. The representatives suggested several possible remedies, including providing additional funding and other ideas. In a letter summarizing the meeting, the coalition cited “massive and unprecedented increases in broadband deployment construction costs . . . that could never have been anticipated at the time RDOF winners placed reverse bids during the RDOF auction.” The RDOF auction was designed to cover some of the costs of deployments to unserved areas. Funding for an area went to the company that committed to deploying service to the area at the lowest level of government support. Winning bidders were announced in late 2020, and costs have risen considerably since then, driven in part by pandemic-driven scarcities and by increased competition for materials and labor triggered, in part, by new government broadband funding programs. The Coalition of RDOF Winners recommended several possible options for addressing the funding shortfall, are not the only ones to have asked the FCC for help on this front. The coalition pressed for additional funding, apparently without specifying a potential funding source.

Benton Institute Updates Affordable Connectivity Program Enrollment Performance Tool

“Updated data!” is a phrase that fills the hearts of data nerds everywhere and we’re here to help with an update to our Affordable Connectivity Program Enrollment Performance Tool. The data for the first version of the ACP Tool was current through January 2023, but we’ve fielded questions recently asking about updates. We now release an updated ACP Enrollment Performance Tool with data that runs through April 2023. We also have some new features aimed at improving the tool’s usefulness to analysts who care about the Affordable Connectivity Program. And, drumroll please, we are pleased to announce that we are now sharing the ACP Tool’s data—for free. Anyone can download a .csv file that includes data for the more than 25,000 zip codes included in the tool. The file contains, for each of the 25,000+ zip codes, the data elements that appear when a user searches on a specific zip code. There is also a “state code” field for users interested in aggregating tool data at the state level. The goal of the ACP Enrollment Performance Tool is to give stakeholders a way to better understand how ACP enrollment is unfolding—in specific neighborhoods, towns, or states. Sharing the tool’s data will, we hope, make the tool more useful to stakeholders and policymakers.

CoSN Launches Digital Equity Dashboard to Drive Progress and Close the Digital Divide

The Consortium for School Networking (CoSN) launched the Digital Equity Dashboard, an innovative and practical tool designed to help school districts and communities leverage data to close digital equity gaps. The dashboard integrates various national data sets into one comprehensive dashboard. By anonymizing the data and breaking it down into county, school district and zip code units, the Digital Equity Dashboard provides school and community leaders with valuable data to inform decision-makers and address equity concerns. In the coming months, CoSN plans to release case studies showcasing several partner school districts that have successfully integrated their district data, highlighting the collaborative efforts made to inform critical decision-making, leverage state and federal funding opportunities, and drive communication and collaboration within their organizations and across their communities. The Dashboard was developed in partnership with Innive and with support from Dell Technologies and Google.

Aspen Principles for Latino Digital Success

The Aspen Institute's Principles for Latino Digital Success were conceived as a series of guidelines to inform the design and implementation of effective digital equity efforts targeting the Latino community in the United States. Our generation is responsible for maximizing the impact of these Federal investments. We have a unique chance to build the foundations of a better society with equal opportunities for everyone to succeed and thrive and for the US economy to remain at the forefront of global innovation. However, no one-size-fits-all solution will effectively bridge the gap for the different communities that call the US their home. Our goal with these Principles for Latino Digital Success is to contribute to the conversation on what digital equity from a Latino perspective looks like and what kind of nuanced approaches are required to maximize outcomes for Latino communities across the country. Seattle, Washington, receives nearly $400,000 in federal funds to support high-speed internet

The City of Seattle (WA) received $393,200 to help connect Seattle residents to reliable, affordable high-speed internet. The funding stems from the Federal Communications Commission’s Affordable Connectivity Outreach Grant Program. Connecting all communities across the United States to high-speed internet is central to President Biden’s Investing in America agenda to rebuild our economy from the bottom up and middle out by improving US infrastructure. The City’s Digital Equity Program will coordinate outreach efforts by partnering with community-based organizations with Spanish, Vietnamese, and Mandarin language and cultural expertise. Enrollment clinics will be set up in Seattle neighborhoods later this year to make access to this program more widely available. More details will be shared later in the year about these clinics.

Broadband Authority Collects Data for Pennsylvania Expansion

The Pennsylvania Broadband Development Authority will soon have $1.16 billion in funds to upgrade internet service – and that effort is moving forward by collecting stories from community leaders across Pennsylvania, said Brandon Carson, the authority’s executive director. Carson met with local leaders, business operators and internet service providers from across Somerset, Cambria and Fayette (PA) counties during a “Broadband Through Community” meeting – one of 20 sessions planned statewide to gather feedback and insight about local internet needs and concerns. Carson said that the sessions are a required part of a five-year “action plan” that must be finalized to show how the money will be spent.  His message was that rural pockets of Pennsylvania will be big winners in the state’s effort to expand broadband service, but that it won’t happen overnight. “This is a historic, once-in-a-generation opportunity, and the federal government wants to make sure we get it right,” said Elizabeth Crowe, a senior public engagement specialist with Michael Baker International, which was selected by the Pennsylvania Broadband Development Authority to help carry the planning process toward fruition. Every corner of Pennsylvania – not just busy urban areas – needs fast, reliable and affordable internet service, Crowe said.

Biden-⁠Harris Administration Announces Cybersecurity Labeling Program for Smart Devices to Protect American Consumers

The Biden-Harris Administration announced a cybersecurity certification and labeling program to help Americans more easily choose smart devices that are safer and less vulnerable to cyberattacks. The new “U.S. Cyber Trust Mark program proposed by Federal Communications Commission Chairwoman Jessica Rosenworcel would raise the bar for cybersecurity across common devices, including smart refrigerators, smart microwaves, smart televisions, smart climate control systems, smart fitness trackers, and more. This is the latest example of President Biden’s leadership on behalf of hard-working families—from cracking down on hidden junk fees, to strengthening cyber protections and protecting the privacy of people in their own homes. Several major electronics, appliance, and consumer product manufacturers, retailers, and trade associations have made voluntary commitments to increase cybersecurity for the products they sell.  Manufacturers and retailers announcing support and commitments today to further the program include Amazon, Best Buy, Google, LG Electronics U.S.A., Logitech, and Samsung Electronics. Under the proposed new program, consumers would see a newly created “U.S. Cyber Trust Mark” in the form of a distinct shield logo applied to products meeting established cybersecurity criteria. The goal of the program is to provide tools for consumers to make informed decisions about the relative security of products they choose to bring into their homes.

Ookla Market Reports Available for Second Quarter 2023

Ookla's Market Reports identify key data about internet performance in countries across the world. In the United States in second quarter 2023, T-Mobile was the fastest mobile operator with a median download speed of 164.76 Megabits per second (Mbps). T-Mobile also had the fastest median 5G download speed at 220.00 Mbps, and lowest 5G multi-server latency of 51 milliseconds (ms). Spectrum edged out Cox as the fastest fixed broadband provider with a median download speed of 243.02 Mbps. Verizon had the lowest median multi-server latency on fixed broadband at 15 ms.
